Residential Habilitation in Boise, Idaho

24-hour, person-centered residential habilitation for adults with developmental disabilities in Boise and across Ada County.

Boise is Idaho's capital and the largest city in the Treasure Valley, home to many families navigating the state's developmental-disability services. GemState provides residential habilitation right here in Boise, so your loved one can live in a real home of their own, in the community they know, with trained support around the clock.

Residential habilitation is not a group home or a facility. It is individually tailored support that helps an adult with a developmental disability build daily-living skills, stay healthy, take part in Boise community life, and grow toward greater independence, all in a home of their own. See what we provide.

GemState is led by Cass Neilson, a 28-year veteran of Idaho's developmental-disability community, on a simple belief: when staff are genuinely cared for, the people they support thrive. Read why GemState exists.

Getting started in Boise

Residential habilitation is funded through Idaho's adult Developmental Disabilities Medicaid Waiver. Eligibility has four parts: a qualifying developmental disability with onset before age 22, substantial limitations in at least three of seven major life areas, a need for an Intermediate Care Facility level of support, and Medicaid financial eligibility.

Boise residents apply through their regional Idaho Department of Health and Welfare office serving Ada County. You can find your local office with the Idaho DHW office locator. Not sure if your loved one qualifies? Our quick eligibility check gives you a clear, no-pressure read in about a minute.
