Residential habilitation is funded through Idaho's adult Developmental Disabilities Medicaid Waiver. Eligibility has four parts: a qualifying developmental disability with onset before age 22, substantial limitations in at least three of seven major life areas, a need for an Intermediate Care Facility level of support, and Medicaid financial eligibility.
